Partnering with the Housing Choice Voucher (Section 8) Program provides financial stability, guaranteed payments, and property support from the Housing Authority of the City of Calexico (HACC). Additionally, with HUD's transition from Housing Quality Standards (HQS) to the new National Standards for the Physical Inspection of Real Estate (NSPIRE), landlords will benefit from a more streamlined and transparent inspection process designed to improve property conditions while reducing administrative burdens.


💰 Guaranteed & Reliable Payments

Consistent Rent Payments: Once a Housing Assistance Payment (HAP) contract is fully executed, HACC guarantees timely payments for the subsidized portion of the rent, provided that:

  • The tenant remains eligible.
  • The unit meets NSPIRE inspection requirements (formerly HQS).

📈 Competitive & Comparable Rents

Fair Market Rent: Rent may be equal to, but not exceed, comparable market-rate units of similar size and amenities.
Annual Rent Increases: Landlords may request a rent increase once per year after the initial lease term, subject to rent reasonableness and approval by HACC.


🏠 Property Inspections – Transition to NSPIRE

HACC is transitioning from HQS inspections to NSPIRE, a new HUD inspection standard designed to:
Improve property conditions by emphasizing health and safety.
Increase inspection transparency with a standardized scoring system.
Expand the inspection scope to cover unit interiors, common areas, and building exteriors.
Implement risk-based inspection scheduling based on property performance.
